Florida, by far, on average, that is.
However, areas on the Mojave Desert in Southeast California/Arizona do get VERY hot in the summer, and Texas also gets quite hot.
Florida's record high is only 109-112, but its average climate again is the highest in the Continental US.
Hawaii is also warm year-round, but elevation also shapes its average climate.
If your looking for a comfortable warm climate, California (not too north/inland is awesome, and areas in the general Southeast are desirable as well.
