In American culture, the groom's parents are generally expected to provide hospitality for all the wedding participants (bridesmaids, grromsmen, and their partners) the night before the wedding. This usually takes the form of a "rehearsal dinner" evening party.

The custom of the bride's family paying for the ceremony goes back to ancient times. Back then a girl's family would pay a dowry to the groom's family in return for marrying their daughter. Nowadays the custom is for the groom's parents to pay for the rehearsal dinner. While customary, there is no reason why a groom's family can't chip in and help with the cost. It might be best to break up the expenses into chunks and divvy up the budget. The bride's family could cover the dress and reception hall, while the groom's could pay for the limo and alcohol.

Traditionally the Groom's parents host the rehearsal dinner. However, nobody is "responsible" for paying anything they don't agree to pay. The couple should expect to have to pay for everything themselves, and if it works out that someone else volunteers to cover it, then great.
