I am not sure what you mean by "normal waist measurement." Waist sizes certainly vary from woman to woman of the same height and weight. That size will vary due to genetics, dietary preferences, exercise habits, body fat percentages, and pregnancy. A very general estimate of a "normal waist size" of a woman who weighs 121 pounds could be anywhere from 23-35 inches.

The question was asking about "ideal" waist measurements. I can guarantee you that a 5'4" woman weighing 121 lbs would NOT have a 35" waist--unless she was grossly disproportioned. I doubt that even a pregnant woman could weigh just 121 lbs at 5'4" and with a waist of 35". (I'm 5'4" and up until several months ago, I had a 35" waist... but I weighed in at 180.5 lbs at the time.) I'm now finally edging closer to my ideal weight of about 121, which I haven't weighed in several years. If I recall correctly, my waist size at that time was about 24-26". Not sure that my memory is serving me correctly, though. It would be nice if other women would give their input from personal experience, and not just vague guessing from someone who clearly doesn't know what they're talking about.

At 5'4'' & 110lbs, I have a 26'' waist. Most of my friends who are 5'4'' & around 120lbs have around a 28'' waist, give or take 1 inch.

I'm nearly 5'4", about 125 lbs and I have a 25" waist. I think I have a smaller waist then most people, but you could definitely have a 24-26" waist at your height and ideal weight.
I'm 5'4" and 120, and my waist size is 27". But that's just me, your memory could be correct. It seems plausible.

I'm a little taller than what you're looking for, I'm just barely hitting the 5'6" mark and I weigh about 122, my waist is 24", that's a little smaller than alot of people, but my sister is 5'4" about 118 lbs, and her waist is also 24"/25", I think genetics plays a part in it, and I believe for someone of about your height and weight, anything from 25" to 28" would be really good. The "ideal" measurements for bust-waist-hips are 36" 24" 36" or 34" 24" 34". That's supposedly the, "Hourglass," shape.

I am 5'4" I weigh 130. I have always found it hard for me to have a small waist like the rest of you girls, because I was blessed with big bones. My measurements are 36" bust 30" waist 36" hips, however my stomach is almost flat, and I have no love handles either. It's weird, I don't get it. But it is what it is. I've been back at the gym since November so that's been helping too. I used to weigh 160 for a good couple years... change of lifestyle was a huge help in that.

Measure your rib cage, use that as your starting point. Subtract 10 inches for what your waist should be, and add 10 inches (same as rib cage) for your hip measurements.
Ideal is a matter of personal preference. Growing up in the 1960's, I was told that bust and hip should be the same, with a waist ten inches smaller.
5'6" is around average height, so I would say that the "ideal" measurements are 36-24-36. So about 24" depending on bust and hip size.
