Never mind the laws, always, always, always have a child in a certified safety seat suitable for its size, and make sure the seat is fitted properly in the car. For the sake of $150 make sure your child is safe. When checks were done in UK nearly 60% of seats were not fitted properly into the car and I bet the US is no different. We lived in Pennsylvania when my kids were little (15 years ago now) and I would not start the engine if anyone was not strapped in properly. My daughter at one stage thought it a great game to unstrap as we were moving, I just pulled over and didn't move off again until she was back in her seat. Laws of Physics are different then the State or Federeal laws. So that said, your child should be in some type of safety seat until he/she is about 8-12 years old.
