The law of conservation of energy states that the total energy in the universe is a constant and will remain so for example ( x=y+z ). conservation of energy has to do with reducing the amount of energy used through reduced activity and/or increased efficiency in the performance of a particular task.

Unless I really missed something along the way, energy is energy, and it's always conserved (that is, it doesn't get lost). I have no idea who told you that the "conservation of mechanical energy" and "the universal law of conservation of energy" are different things, but I'd get away from them if I were you. If you can't do that, then ask this person to show you the mathematical difference. (There isn't one.)

1. The Law of Conservation of Energy takes into consideration ALL types of energy, not just mechanical energy.

2. The Law of Conservation of Energy is always fulfilled. Conservation of mechanical energy is not strictly fulfilled - mechanical energy may get lost, due to friction (and converted into other types of energy, which are not counted as "mechanical energy"). But conservation of mechanical energy is still useful for some calculations, when you can assume that friction is insignificant).
