One main limit is "Social Harmony".

Your speech is not responsible for any Riots or create a tensions in social life of country. Your speech did not hurt any religious group.That may affect nation's social,economical life. That would not acceptable as morally. as we are Human being so we have to do pay duties for Humanity and rest else thing.That minimum expectation by each national constitution. If you wants a focus on some religiosity points then conduct the debate on same points, for that take permission of government. If government is not able to give permission to you then check your constitution, as per constitution take permission of your Han able court and If court is not going to gave permission to you for this then two points in focus

1. your request is not with laws.

2.In your request may follow the laws (morally) but system like(Pakistan) not agree with you cause of extremist's pressure.

In First case you activities is in arena of crimes, and Second case you have to fight with current system for saving Humanity.

One key point while fighting with system is you have to invoke the peoples then government is allows to make changes. But this is the not easy way.

Free speech is limited because you can say whatever it is that you would like to say as long as it does not impose on another person's rights or slander or libel another person. Free speech does not give you the right to copy the work of other people. It also does not give you the right to plan a crime (that is conspiracy) or to commit treason. It does not give you the right to make threats of illegal acts. It does not give the right to intentionally cause harm by panic (you can't shout "bomb" in the subway). It does not give the right to interfere with the normal workings of government and industry (for example, you can't walk into the DMV and start screaming political slogans; you also can't shout down your teacher in school.)

In the US you do not have any major limitation of freedom of speech, and the same goes for most other Western countries. Any limitations in force usually concern incitations to hatred or violence against minority groups and such. Also, freedom of speech never gives you a licence to break the law.

In countries that have limited the freedom of speech the idea is usually that the powers that be want to suppress criticism of Party or Government policies or want to silence opposition parties or movements.
