The original song was sneering at Italians who adopted the trappings of American lifestyle: Baseball, Camel cigarettes, whiskey and sodas and rock and roll. The title could be translated "The American Wannabe".

Perhaps the "pa pa" was inserted because someone could not understand the thick Neapolitan accent the song is sung in. Later, someone who knew more French than Italian thought it was "parle pas" and came up with the idea that the song was about not speaking like an American.
