The most likely causes would be: low blood sugar (e.g they feel dizzy a few hours after waking up, when they haven't yet eaten), low blood pressure (many possible causes for this), high blood pressure (seeing spots and feel dizzy, possibly with a headache - also numerous causes for this), anemia, dehydration (suspect this if it's been really hot weather), hyper-hydration (doesn't happen frequently, but it's possible - esp. if the person has been doing something sporty all day and drinking huge amounts of liquids).
