by the pound in many stores that have a bulk section-grocery stores, health food stores... i have even seen 1 pound bags of them at some super Walmarts.
They throw soy beans or roasted soy beans at the Japanese bean throwing festival, also called setsuban. Apparently it is done to ward off evil spirits and bring luck to the city and it's people. :)
