In Texas Hold'em there is a 0.15% chance for a player to get four of a kind. The chance is increased since there are now 7 cards rather than 5 from which to form a hand.

It depends on the number of decks that are being used. If it is a single deck game, it's impossible without shuffling the deck. In a multi-deck game like 8 decks, it's not all that unusual. You figure you have (32) sevens in an 8 deck shoe. There are a total of 416 cards. That would be 6 out of 32 out of 416.
If you had a shoe that was not shuffled properly after a round of play, it would be much easier to have this happen. It would also be very easy to happen if the cards were fresh because they come in order. Any time you see cards in blackjack coming out in multiples, it means the deck was not shuffled properly. These "clumps" are advantageous for the casino, and not advantageous for the player.
