If you are worried about them or they don't go away naturally like pimples elsewhere on the body check with a doctor who can do a culture test to see what they are.
It depends on the type of bump. Are they itchy? Are they painful? Is there discharge? Do you have a fever?
If the bumps look like zits (soars with white, puss filled heads), that is characteristic of Herpes.
If the bumps are raised and itchy (a rash) there is a chance that you just have dry skin or, at most, jock itch.
If the bumps are wart like (hard, callus) then you could have genital warts.
These are just the main conditions that can cause rashes. Consult a urologist or doctor for a medical diagnosis.
Acne also affects many teenage boys not only on the face, neck and back but on the testicles as well. With this, remember that washing with a mild soap and water regularly will help as much as any treatments available from the drug store.
