Uruguay has 19 so called "Departamentos" which would be kind of "provinces" in other countries. 19 different self-governed "departamentos" which depends on the National government, it's not a federal country so Uruguay has only one constitution and the laws are the same for the whole country.

The 19 "departamentos" are: Montevideo (capital of the country, the smallest "departamento" in size but largest by far in population), San José, Canelones, Maldonado, Rocha, Colonia, Soriano, Río Negro, Paysandú, Salto, Artigas, Rivera, Treinta y Tres, Cerro Largo, Flores, Florida, Durazno, Tacuarembó (biggest in size) and Lavalleja.

Neither. Uruguay has "departments" which politicaly are similar to "provinces" as they depend in a Uruguay's central government and don't have separate laws. In Uruguay the same laws are for all the country.
