Yes, but if a world record is set, what governing body makes it official, and what are the rules for the measurement. I took a photograph of Vladimir Yashchenko settting the world record in Richmond, Va, July 3, 1977. He was 18 years old. It was at a Jr olympic track meet between the USA and USSR. He cleared the bar at 7'73/4". I believe it is the only photograph taken. It was late in the afternoon, and hardly amyone was there, including the local newspaper photographers.
