What are the rules for liquids in the carry on for international flights?

Answer:

The Transportation Security Administration in America has what it calls a 3-1-1 rule for carrying liquids on the plane: 3 ounces (or smaller) containers of liquid or gel; 1-quart-size clear, plastic zip-top bag holding 3-ounce or smaller containers; 1 bag per traveler placed in the security bin. Larger size containers of liquids or gels are permitted in checked luggage. Medications, baby formula and food, and breast milk are allowed in reasonable quantities exceeding three ounces and are not required to be in the zip-top bag. Declare these items for inspection at the checkpoint. If you have gel inserts in your shoes, you must remove them. Shoes made with gel heels are allowed, but they must be removed and screened.

Many counries outside the US have adopted the same general security policies.
