Although Richmond has many more than seven hills, the "official" seven hills of the City are these:

Union

Council Chamber

French Garden

Navy

Gamble's

Shockoe

Church

These date to the very early years of the City and represent those hills clustered around the original settlement. They do not include any hills south of the James, and the furthest West is Gamble's, where the Ethyl Corp. complex now stands.

Though not official, many people are going to want to say Oregon Hill and Forest Hill, though to my knowledge the later is not actually a hill.
