Despite being "Upper Chambers" both are quieter, less divided and less powerful than the "Lower Chambers". A small number of Lords gain membership due to their family. Although the Senate has never has hereditory membership, it's quite common for the sons of existing Senators to become politicians themselves. The Senate used to be appointed (by State Governments) but now they are elected. It looks like the British House of Lords (membership is now mostly appointed, not hereditory) will be changed into an elected body.
Perhaps the most important similarity is that both legislative bodies are paralyzed by competing and conflicting special interests. So there's a lot of arguing and posturing and squabbling, but not much ever actually gets done.
Differences: CA state leg. has term limits (see how well they work? 8^) ). CA state leg. has a permanent, built-in Democratic majority. Plus we have the initiative process in CA so citizens could bypass the state leg. to pass laws. But what it actually means is that anyone with enough money can just buy any law they want, by paying people to collect signatures and then advertising the initiative heavily as a tax break.
