There appear to be no solutions to the problem. Fully 80% of all sexual assaults are perpetrated by relation or close associates. This statistic has stood for as long as the justice department and the psychiatric profession have studied the issue.
After the fact is another matter. While it is not a solution, if you know of someone who is being assaulted or has been, encourage the person to report it to a trusted teacher or to law enforcement. If they refuse to, do so yourself. It is important they be protected.
