This is mainly because the virus is continuously mutating so different stains are being produced. Whereas the developement time for a vaccine against these new strains is 4 months. For this reason many counties decide to destroy all infected, and animals that have been incontact with these animals.

Foot and mouth disease (often abbreviated FMD) is a contagious viral disease of cloven-hooved animals. The symptoms are fairly similar across the affected species (pigs, sheep, goats, cattle): vesicles/blisters/ulcers in the oral cavity and around the coronary band just above the keratinaceous hoof; affected animals typically have a moderate fever, decreased feed and water consumption, and signs of general malaise (lethargy, mental dullness, decreased reaction to external stimuli). In a naive population, infection rates will approach 100%, although mortality rates tend to be less than 5%.
