There' a need to separate the supervision and or administration of the 3 different sectors in Education for the reason that: functions can be optimized independently, failure of one function does not cause the other one to fail, to make it easier to decipher,design and manage complex independent system.
Anent to this, by separation, one can lessen its scope. overlapping of objectives can be avoided and one can focus to its assigned concern.
