I'm assuming you're talking about small pipettes like they use on babies to make the most of the small amount of blood drawn from their heel. The blood travels up the pipette, by some kind of adhesion. Water-based liquids sticks together (although I don't remember the term), which is why you can overfill water in a glass and have a little dome over the glass, before it overflows.
