From your description, you have a rash. Can be caused by numerous things from too much sunlight to a reaction from something you ate or a medication side effect. If you have never had this before, and it persists for longer than a day, you should see a doctor. Be sure not to scratch or break open any of the bumps.
Sounds like you may get hives - which may mean allergic reaction to something. Claritan or Benadryl or some sort of over the counter medication to treat Allergies may help this.
Check with your doctor he will describe what you have and get you medication, ointment, ect.
A possibility is eggzma. It is not deadly or harmful, but they are extremely annoying. I repeat, it is a possibility, not an exact answer.
this sounds like scabbies. I had it a long time ago when I caught it off my bed ridden grandfather. It is characterised by an itchy red rash where there is hair and white blisters where there are no hair follicles

If the symptoms you have are flu-like and there are red, itchy bumps all over your back and stomach, it could be chickenpox. Chickenpox usually starts out as a cold, and this is known as the incubation period when you are most contagious. After a few days, spots begin to develop over the trunk of the body, limbs and sometimes on the face. The spots develop a fluid-like center and are very itchy. You can take paracetamol or ibuprofen to reduce fever and apply calamine lotion to the spots to relieve itching.
If you really want to know what they are, go see a doctor. We can't diagnose you over the internet sight unseen with a vague description like "small itchy bumps". My guess would be flea (or some other small insect) bites, but that's just a guess.
If they are itchy and blister like, they are viral and will go away. However, it's kind of like herpes and will return. Usually from stress. A dermatologist can give you or whoever cream that will suppress it.
