Their name is Bathroom Flies, Clogmia albipunctata. They are a tiny member of the moth family. I finally figured out how to get rid of them. My problem was that I hadn't run the water in the tub in that bathroom for a long time. Once I started running the tub every 3 or 4 days, they disappeared and I have not had a problem since.
