According to the U.S. Constitution, a member of the U.S. House of Representatives must be (1) at least 25 years old, (2) a citizen of the U.S. for at least 7 years and (3) at the time of election be a citizen of the state where elected.

However, there is a fourth point to consider as well. Section 3 of the 14th Amendment states a person shall not hold public office who has "engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof" unless each house of Congress decides to "by a vote of two-thirds of each House, remove such disability".
