First, check to see which type of lures can be used in the water you are fishing. Some waters are flies only, others are lures with one hook only, others are called general waters, which means any type bait or lure can be used. Signs concerning this are posted along the water courses. Baits for trout are;

Artificial flies, small, in line spinners like mepps or rooster tails, minnowlike lures. Natural baits that catch rainbows are corn, salmon eggs, worms, crickets, even small marshmellows! Always be sure to cast your bait upstream, allowing it to drift downwards toward the fish, which normally lie facing the current.
