The "traditional" tattoo for U.S. Navy deep sea divers is the age old U.S. Navy Mark V (MOD 1) deep sea diving helmet. The tattoo is normally worn on the lower leg. This helmet is also the the rating badge and warfare device now worn on the left sleeve and upon the chest of U.S. Navy surface supplied aka "Deep Sea" Divers. It is strongly looked down upon for U.S. Navy Scuba divers to consider wearing this tattoo and most know not to. U.S. Navy SCUBA divers have not completed the same rigorous training as their "Deep Sea Diver" counter parts, and are not authorized to bear the surface supplied diver insignia.

Only for certain Warfare specialties (e.g., SEAL's), and ratings (e.g., Divers). All other mortal sailors get to do drownproofing (tread water for 10 minutes) drills in a pool.
To improve location efforts for ship/plane/equipment salvage. It's much more cost effective and safer to locate something that's lost with an ROV than it is to put hardhat divers in the water for the same purpose. ROV's also have a much greater depth range and time at depth than divers do for search purposes.
From what I've gathered any traditional tattoo of a shark, octopus, leviathan, etc. shows that the sailor is not afraid of death at sea. Today, Navy Divers get shark tattoos.
