The monarch has full, absolute, and undeniable authority and so the lower classes that are not of the royal class are left with no say in things, I'm sure you have heard the phrase "...Taxation without representation..." that was coined when England's monarchy taxed the new world colonies and they had no say in their court.

The at least theoretical strenght is that if that King is a very able and far-seeing administrator surrounded by first-class advisers and ministers, decisions can be made very quickly and people or institutions who might otherwise block necessary measures out of self-interest, can be simply overruled.

The weaknesses are that the system's quality is totally dependent on one person: the King or Emperor, who is moreover not chosen for the job because of his administrative qualities, but who is there simply because he happened to be the oldest surviving son when his father the old King died. Another weakness is that an absolute king will never be second-guessed. Even if those around him know that he has a wrong or even disastrous policy in mind, his orders will be simply followed.

Practice showed that it hardly ever was a success. In England it led to revolution, civil war and the King's beheading; as it did some 150 years later in France. The absolute rule of the last Russian Tsar was an unmitigated disaster, ending with a lost war, revolution and the murder of the Tsar and his family.
