Where to get rock climb on soul silver?
You get it from Professor Oak after you beat Blue ( the Viridian Gym Leader.)getting your 16th badge. Go to Pallet town and talk to him. after that you can go to Mt. Silver.

the badge you need is the 4th one and also if you have not already you can get surf in the dance theater.
