The tibia, medially, via long stretch of connective tissue referred to as a syndesmosis.

The talus, inferiorly, via talofibular joint.

The fibula *does not* articulate with the patella / "knee cap" or femur. In addition, the fibula is not a weight-bearing structure (the tibia is the weight-bearing bone of the lower leg).
