Some photo cell units have an over ride on them. If your photo switch has a switch ahead of it, the over ride may have inadvertently been turned on. Try this in the daytime. If the light is continuously on use the switch to shut the power off to it within a 10 second interval. An example, light on, flip switch off for five seconds and then back to the on position. Wait to see is the unit times out and turns the lamps off.
The large knob under the unit is probably the sensitivity control or the time on till off control.

If it is a Photo cell sensor (turns on and off with daylight levels) and it isn't working then you need to replace the sensor. These things go bad more often than you could imagine. to test it, put a piece of non transparent tape over the photo cell, wait about 5 to 10 min. If that don't work than you need to replace it. ofcourse I am assuming that you have already checked the circuit for any failures before deciding that it is a sensor issue!

may be the speed sensor/on the rear diff. controls abs+speedo on later models/mine was on for about 6 mos before the speedo went lame/replacement fixed both 2000 Mazda B-3000. Problem: ABS light went on, then Check Engine light. Speedometer not functioning until about 30 mph, tranny shifts hard on 2nd to drive shift. Read possible diagnosis' online. Plan A: uncoupled large electrical loom plug under the cab below driver's seat. No moisture, but carefully applied heat gun anyhow. NOPE. Plan B: Replaced ABS speed sensor on the top of the differential. Mazda did not have one so went to Ford, part # F85Z-9E731-AB. Cost: $36.24. Easy fix. Backed truck up on metal ramps , blocked front tire. Left wire plug on the sensor, removed 1 bolt and wiggled the sensor out of it's hole. Then removed plug and plugged to new sensor. Put a film of oil on the sensor's O-ring, and wigged it back down into the hole. 1 bolt later and DONE. Drove it - worked fine, but Check Engine light still on. Disconnected + side battery cable for 2 hours to let that reset, and there you have it.
