Budget, Type of Photography, skill level; all these matter. There are several different types of cameras but the most popular are digital and 35mm. digital are mostly point and shoot with some zoom features and are a great and cheap way to take decent pictures. That is probably the way you are going to go. Don't buy anything with less than 5 megapixel resolution, and budget for a memory card; a 128mb would do fine for most people.
If you plan on taking a photography class your going to need to find a 35mm camera with real film. This is definitely more expensive but in the hands of the right person can make brilliant photos.
PS. i have a casio exilm digital camera and it is pretty great. I've also got a Nikon SLR, and while nikon makes great lenses Slr is an awful format and i wouldn't recomend it.

The best brand of camera is very difficult to judge, it depends on the kind of features you are looking for. One of the best brands are Olympus, Leica, Panasonic, Minolta, Fuji, Pentax, and Sony. However quality wise the best brand I would say is Lecia.
For a Canon digital camera, a 50mm camera lens is just about right. You can also use other lenses depending on what kind of digital camera you are using.
