The mother can't really stop the father unless there was an agreement with a judge. The father does have a say in what he does with his children too, but if he is planning on not coming back or the children are in harm, then the mother would need to contact the local authorities.
This is very complicated issue, yet, easy to handle! The other parent can't take the child out of the country just like that. Usually the law provides that this parent needs to leave a bond or surety of some sort before leaving the country, however, if you have any doubts, don't hesitate and talk to a lawyer or even go to court. If you are in the process of divorce, make sure, it is included in the final divorce decree that the other parent can't take the child out the country until certain age at least!
you can file appeal if you don't have partial custody but if you do have partial custody then it is not possible for her to do that with out your written authorization or at least that's what ive been told and heard
