First off, a dog (or any animal capable of inflicting severe bodily harm or kill) like that is no different than someone waving an unloaded handgun, a machete or any other sort of potential weapon in his front yard taunting people and joking.

Sure toy breeds yap and jump like little insane clowns, but a dozen Chihuahuas couldn't do in a day the physical harm to you one aggressive pit bull can do with one clamp down bite.

If it's a short fence, and possible for the dog to jump it, if the fence is old, weak making it easy for the dog to dig under or break through it, the authorities could very well decide the threat is clear and constant enough for the authorities and enforce the applicable codes, which could include taking the dog away.Ideally though, there are simple easy ways to fix this, and things between you and the dog, and leaving out the ignorant owner who selfishly allows his dog to act berserk while he leaves the house.

First step, since the fence is between you and the dog, try giving it some Hot Dogs. NOTHING makes a dog friendly quicker and easier than hot dogs. Get the cheap ones, 65 cents for a dozen at wal-mart. If this is a normal tempered Pit Bull, and not a product of breeding to develop a fighting dog, he'll quickly grow to like you quite a bit, and wag his tail rather than jump and bark when you go in the front yard. It's not just because you're being nice either.

One reason why dog's especially Pit Bulls can be so hostile is a poor diet consisting of cheap dog food made of grains. Cheap dog food mostly grain based can cause dietary deficiencies that can make dogs hyper aggressive.

The magic in the hot dog is the protien.

You'll be correcting his likely dietary problem and actually "fix" his temperament issues. Now if the pit bull is one that has been GENETICALLY bred for those traits, the notion that a pit bull is like any other dog is nonsense. People who think it's all the "owner's fault" are basically ignorant of the science of genetics.

And that's the third reason for the hot dog. Only a genetically bred Pit Bull meant for the fighting ring would NOT respond positively to a hot dog. If that pit bull stays aggressive, and won't calm down even after you let it have hot dogs for a couple of weeks, you definitely need to take any and all precautions you can including getting the authorities involved.

Answer

I would agree with the top poster. The dog that is barking could be territorial or it could have been trained that way. I don't want to look at it that way, but it could have been abused, so the best thing to do is to get the animal checked out.

You should simply call Animal control

What does Good fences make good neighbors mean?

The saying implies that with a fence between neighbors you can each maintain your privacy. When people become complacent about their neighbors privacy or wishes then ill feelings can occur. If your neighbor has the run of your yard there is always the chance that they might do something against your wishes. This does not imply that they are going to irritate you on purpose but there is the chance. A fence between the properties will eliminate the chance that they may trespass into something that you do not want to share. This is also not just about a physical fence. It also means that your neighbors should not have free run of the knowledge of your lives and what goes on in your household. There has to be boundries in all relationships which would constitute a fence. In regard to the actual fence it should be low enough to allow communication between the neighbors while keeping some things out. The same applies to the personal fence. Do not build a stone wall between each other that allows for no communication.

Can planting be placed right next to a neighbors fence?

If the plants are on your property they may be planted along your neighbors fence. However, climbing plants that will grow over the fence cannot be planted along your neighbors fence. Caveat: Make sure your neighbor has not installed the fence "inside" their property line so it lies a short distance FROM the property line. That is the practice in some areas and is required by the city ordinances in some areas. In that case, the land along the fence would belong to your neighbor. You need to determine where the property line is located and not assume the fence is on the property line.

Can a neighbor put a fence up on your property?

If a neighbor wanted to install a fence the fence has to be on the neighbors property entirely. Not half the fence on your side and half on the neighbors side. There are also zoning regulations that deal with issues like this. Some counties will not allow a fence to be over five feet tall and they have to be constructed using only approved materials. I know that in my neighborhood metal fences are against code and they can only be constructed using fence block. If I were you I would call the city planning office and ask them, they will have a definitive answer. Who knows, maybe the fence was put up without the proper permits and your neighbor has to take the entire thing down.
