Any one or more of these 14 maladies can cause your car to fail smog in California.
(Best to pay a little extra and get a pre test, otherwise you face the very real possibility of failing the official test, which will result in you being reported to the state as a potential polluter, and you will be forced to go to a "test only" station to correct the problem as well as other expenses which I don't even want to get into, as it is beyond the scope of this question...)
1. Exhaust Leaks 2. Non-factory standard carburetor, (they know, you can't fool them)
3. Improper or missing emissions equipment, (all those little hoses need to be intact and connected to the right nipples, exactly the way it came from the factory. Look under the hood for a schematic diagram decal to see what goes where)
4. Bad or missing catalytic converter
5. Obvious fluid leaks
6. Timing not within 2 degrees of factory standard
7. Vacuum leaks
8. Fouled plugs
9. Bad ignition wires
10. Carb set too rich or too lean, or set to improper idle speed
11. Illegal performance parts, (rule of thumb, if it is not factory spec, its illegal)
12. Poor compression in one or more cylinders
13. Valve train problems (burnt or stuck valve)
14. Rotten gas, or gas with moisture in it.

I'm not sure what is checked during a smog check. In the UK we have an emissions test. If the vehicle (petrol engined) has a miss fire it will bring the carbon monoxide level down. But in doing so The hydrocarbon level will rise. That will cause a test failure
no anything below 76 is a no smog
Yes!
A faulty EGR valve can cause a 98 Chevy to fail a smog test. The oxygen sensors should also be tested as they can also cause a 98 Chevy to fail a smog test.
