If it is alot of them and they are small then there is no real worry of it being a tumor, it could be multiple things if they are white then they are most likely just warts, but a very common cause of bumps is actually canine acne and usually occurs in young dogs. These are usually on the lips and chin which can be treated just as human acne with mild benzoyl peroxide. It also could be a gum disease, or to be honest if they arent draining anything or look red or white then it could be nothing.
