Who the legal owner of the vehicle is, whether that person is flagged for a number of things (having a criminal record, having a suspended license, having been issued a concealed carry permit, etc.), they can see if the vehicle the tags are mounted on matches the vehicle they're registered to (if you've had your car painted a different colour and haven't updated your registration, you can be expect to be pulled over, for example). They can pull up quite a bit of information.
They can check your plate status, the owners driving record along with those known to drive the car. The will know if there are warrants out on the owner, regular drivers or the auto. They may also be looking for crimes that the car may have been involved in locally.

Often the make, model and the license plate comes up on record of the insured vehicle and that may have an effect. Also some insurances do not cover non-named drivers on the policy so essentually if the cops run the insurance to see if it is an active policy (which is being done more frequently) and you're not listed, you may have to release the car to the cops, making the rates go up.
