You have to find out the cause of the heaving. Water is a likely culprit, but is relativel simple to remedy (simple- not cheap). You have to smack up part of the floor and install some sort of drain, preferable to the storm sewer. You may end up putting in a small sump and pumping the water outside. Frost and ice heaves are more involved and may require digging up part of the outside fill to add insulation ( usually fairly dense foam sheets ). Soil heaving is the worst and likely need the entire area broken up, excavated, compacted and refilled with sand. Fortunately this is pretty rare. Good luck.
