People have used clear glue, clear silicone etc. but it depends on size and how turbulant. Modelers also use sculpy and sculpt in the waves etc(if you are skilled) then paint. If its a calm lake or similar there is a product railroad modelers use that is essentailly a bag of clear pellets you heat on the stove and then pour which is realistic when dry but it takes practice to use.
