Using just the sugar, you could make caramel (the brittle kind).

With sugar and flour (and water), nothing. With flour, salt and oil (and water) you can make salt dough - a non-edible, decorative dough like play-doh.

In order to make something edible, you need either eggs (whisked sponge cake/genoise cake) or butter (shortbread).
