If you're going to bother getting a Cat B1 licence you may aswell get your car driving licence. You can drive any three wheeled car - Morgan, Reliant, Bond etc, and some very light (under 550kg) 4 wheel cars such as the Axiam, providing you passed your bike test prior to October 2000, which gave you the B1 license needed to do this.
After that date, passing the motorcycle test only gave you the right to ride bikes, but also trycycles (3 wheelers) providing they weigh under 410kg.
This allows you to drive several clasic 3 wheelers like old Bonds (not the Bug) and the twin cylinder Morgan. However, as clasics, these aren't cheap to buy and you might be best advised to spend the money on driving lesons...

Yes, the Ruckus needs a class M license, aka Motorcycle license. New York looks at Top Speed AND engine size. The 49cc engine is fine, but the top speed disqualifies the Ruckus as a class B moped (Limited use Motorcycle). The top speed puts the Ruckus at the low end of Class A --- Full Motorcycle; and Full License.
