Smoking is not encouraged by the military due to its negative health effects. It is not permitted while on duty. (smoking around explosives is a really bad idea...) However the army does allow for smoking while off duty. The ARMY allows smoking on and off duty and they still have smoke em if you've gottem in formation moments. No one likes a snitch and if you do tell on your friend you will lose the friendship and gain nothing. If they were doing harder and more dangerous drugs then yes, it would be worth the risk to tell your friend's parents. Many teens (although not right) will use weed off and on to be cool or just to feel good and as long as it's not over done then your friend will most likely stop doing weed. Just accept your friend for who they are.
