You should see your doctor or dermatologist, but it could be hives. There are several different types of hives, and one is pressure related, (where clothes are, etc.) Shingles. definitely see your doctor. I use powder each morning after my shower on my bra area and stomach, I ran out of my favorite powder and used a different one I had on hand. Terrible rash erupted! Looking at the ingredients of my favorite powder (100% talc free), compared to the new powder, ingredients listed talc as one of the main ingredients. I have veiwed sites about talc and they seem to think Talc is best. Could I have had a reaction to Talc???
no one can accurately diagnose you from a description, it could simply be a case of eczema if the splotches are itchy or even an allergy. You need to see your doctor for a proper diagnosis and treatment.

Candida, or Thrush, is a fungal disease which is not uncommon. One of the common symptoms of this is, for women, an itchy feeling in her private parts and a burning feeling when urinating. It is possible to get candida on other parts of your body and this will appear as an itchy rash which can produce a weepy fluid from the spots.
