Dogs do not perspire as humans do, and when they overheat they cool themselves off by panting (water evaporates in the lungs). Now that summer is over, you should start to see less panting. As for the licking, that could just be a sign of boredom. If dogs have nothing better to do, they may want to lick themselves.
