If it is a ball mouse there are some things you can check. Undo the ring that holds the ball in place. You just turn it with your fingers and it drops out. So does the rubber ball. Check the little rollers inside to see how dirty they are. You can use a cotton wool bud and some white spirit to clean them, but to be honest I often just use a fingernail.
If it still doesn't work it may be an electronic part within the mouse which has failed and generally replacement is cheaper than mending unless you can mend it yourself - in which case you probably wouldn't have been asking.
