I actually had this happen to me once, although the left side of my lip. My dentists had never heard of this before but I told them it must be because my braces were pulling a new tooth forward in the back and it was pressing up against a nerve. After getting them to relieve the pressure from that tooth the feeling slowly came back. Thankfully the damage wasn't permanent even though my face was numb for about a week before getting in to the dentist. So in answer to your question: No, it is not normal, but if you have the same problem as me, it is easily fixable.
