All boys are born with a naturally tight foreskin that can not be retracted. This is normal. Debris accumumulates under the foreskin, which causes inflammation. This inflammation causes abnormal growth of skin cells that can grow between the foreskin and the head of the penis, causing the foreskin to become adhered to the head of the penis and unable to be pulled back. Secondary phimosis can also be seen in older males who are not sexually active and neglect basic hygiene. Secondary phimosis is very uncommon. Most men who develop secondary phimosis go months or years without even basic hygiene or even occasionally washing the the penis.
