It could be several things:
1) an allergic reaction to a food you ate. Remember what foods you had within the last 24 hours and see if there was anything strange.
2) A heat rash. This is common is you are in a warm or humid climate where your skin sweats, is touching on itself or chaffs on fabric. put aloe or a hydrocortizone cream on it.
3) If the person with the rash is sick and has a temperature, it could be symptoms of scarlet fever. this can be serious and will need medical treatment.
There are more reasons, but those are the most common. Try drinking lots of water and putting a soothing anti-itch cream on the affected areas. If it does not clear up within 48 hours, see your doctor.
