It can be something harmless, such as an ocular migraine, or normal separation of the vitreous from the retina due to age, but it can also be a sight threatening condition such as a retinal tear. If the condition does not go away within an hour or so, it is best to consult an opthamologist immediately. Retinal tears can often be treated successfully if caught early enough.
You should probably get your retinas checked. Flashing lights in the vision occurring for longer than 20 minutes could be a sign that your retinas are detatching. The chance of this occurring is hieghtened in those who are extremely near sighted
Hmm...there are various reasons for this, but you might ask your doctor about Migraines...

Nothing really but if you watch too much tv and the cartoon has a lot of flashing lights it's bad for your eyes
You can have Blurry vision, see flashing lights or spots experience pain or pressure in one or both of your eyes. You can also have trouble seeing things out of the corners of your eyes.
I can't say first-hand because I have never seen one with my own eyes but from what actual eye witnesses say they have external lights the can flash or shine continuously. Probably comparable to a car's blinkers and headlights.

Dogs usaly have blue or brow eyes. Some have realy light-ish colored eyes when that are blind. Just like people.
