A white cloudiness in the water is caused by bacteria. This will usually occur in newly set up tanks that are cycling and will continue until the process is complete. Brown or green cloudiness is caused by algae in the water, and is usually a result of too much light or too little cleaning. If you have sand in the bottom of your aquarium, large clouds of that may also be tossed up in your tank and will take a little time to settle.

You might have a case of alage. It is easy to get rid of though. You can go and buy alage eating aquarium snails to eat the alage. Also, you can buy a (I believe they are called) magnetic scrub. It can clean alage off of your tank without getting your hands wet because it uses a magnet to manuver the rough pad while you are holding the other part of the pad. Choose an aquarium snail that's shell looks healthy(no cracks, or discoloring). Otocinclus fish, and coryadoras are helpful, too!

White cloudy water is a result of a bacteria bloom.

Sometimes the cleaning of all filters at once, or the changing of the gravel can trigger a bacteria bloom, due to the removal of bacterial colonies that had settled on the filter media or substrate. Another cause can be medical treatment of the tank using antibiotics, which may destroy these colonies.
