What causes dogs to keep licking sores and not letting them heal on their paws?

These sores are often called Hot Spots and occur (and constantly licked by the animal) usually when the dog is nervous. They also show up during the summer times where the animals lives in hot areas and are nervous and bored. Dogs tend to repeat things when bored, like digging, barking, chewing and etc. Hot Spots are one of these as well.
They are easily treated by topical medicine that you can find at any Petco, PetSmart or your local Veterinary office.
