I am not sure what you mean by shiver. Is it something unnatural and caused by illness--Or is it the little tooth shiverer. The tooth shiver opening and closing the jaw very Little and very fast-to me has always meant the dog is happy beyond words. My dog will do that when I sit on the floor and pat her rub her ears. I feel it is a doggy grin.

A dog's lower jaw may quiver when he is nervous. They will also do this when they are tired or are needing something else.

You dog could be scared or ill, dogs do get scared of storms, thunder and loud noises. Check with vet if it keeps up
